On the assumption that you heard/read the SONA of the President yesterday, July 28, 2008, identify at least 3 areas related to ICT and identify how these areas can improve our quality of life
This is my first time to read and watch the SONA of President Gloria Macapagal Arroyo (GMA) tnx to this subject MIS.. hehehe
Based on what I have read and heard in the SONA these are the topics she discussed regarding ICT.
"Texting is a way of life. I asked the telecoms to cut the cost of messages between networks. They responded. It is now down to 50 centavos" -Pres. G. Arroyo
-I think cutting down to 50 cents is really a big help for those who really wants to text and engage in this kind of activities. But in my case who does not text that much it is not that kind of big deal but if we look in a global perspective or as a whole it will help that much and really is a big cut and we can save money from it. At least the text message is down in this kind of age where the fuel price is increase. We can still enjoy the beauty of life.. hehehe =)
"Our P 350 million training partnership with the private sector should qualify 60,000 for call centers, medical transcription, animation and software development, which have a projected demand of one million workers generating $13 billion by 2010." -Pres. G. Arroyo
-I think this topic will help me a lot "kung ma implement ni klaro na akong future" hehehe.. I think this will really help not only those techi guys but all of us who are talented and can easily adopt the fast changing environment.. I really hope this will be implemented in our country "hindi lang sa salita kundi sa gawa"

CURRENT STATE OF THE UNIVERSITY'S INTERNET CONNECTION
First of all lets discuss first and analyze the problem:
Our main objective is to improve the internet connectivity in USEP.
Lets discuss the wants of everybody:
*We want a fast internet connection
*We want to download files
*We want to see online streaming videos
*We want to upload files
*We want to play online games
In short we want to get the most of the internet because thats the purpose of the internet to know some stuffs.Excluding(Porn sites it is really a violation)
All these things can be solved in increasing the bandwith and that's what USEP is doing now.
Current solution they use to improve the connectivity:
Increase the bandwidth
Problems they might encounter after increasing the bandwith:
A.1Controlling PW,SW,HW and the money involve.
-More users will use the computer lab for it is already fast.
-More users will engage in uploading and downloading files.
-More users will watch streaming videos.
-Budget for maintaining and adding bandwidth.
Therefore I conclude that increasing bandwith is not the best solution for the university for it will spend a lot of money to increase the bandwith in order to satisfy the wants of everybody and take note: "USEP has a low budget regarding these things" it will cause a domino effect that will still results in a low net connectivity.
My Suggestion:
In my opinion as an IT consultant the University can solve this problem for we already have the resources we are only blinded because of our laziness.
First we must make a simulation model for us to be guided. (role of IT = Collaboration of IT teachers and students: it depends)
Reconstruction of the wirings and testing for accurate speed for the internet maybe there are some interference that hinders the traveling of data
(role of an Engineer: Collaboration of an ECE and EE Teachers and students: it depends)
Centralized the data it means that all department will just access the proxy server in order to get a data using a cache
Caching proxy server
A proxy server can reply to service requests without contacting the specified server, by retrieving content saved from a previous request, made by the same client or even other clients. This is called caching. Caching proxies keep local copies of frequently requested resources, allowing large organizations to significantly reduce their upstream bandwidth usage and cost, while significantly increasing performance
Proxy Servers
A proxy server is a kind of buffer between your computer and the Internet resources you are accessing. They accumulate and save files that are most often requested by thousands of Internet users in a special database, called “cache”. Therefore, proxy servers are able to increase the speed of your connection to the Internet. The cache of a proxy server may already contain information you need by the time of your request, making it possible for the proxy to deliver it immediately. The overall increase in performance may be very high. Also, proxy servers can help in cases when some owners of the Internet resources impose some restrictions on users from certain countries or geographical regions. In addition to that,
among proxy servers there are so called anonymous proxy servers that hide your IP address thereby saving you from vulnerabilities concerned with it.

My own Formulation regarding the Problem:
Fiber optics + (the test made by ECE and EE personel) = 99.9% free from interference
Proxy server + (99.9% free from interference) = fast net connection and fast traveling and retrieving of data.
Next about our hardware problems because they say that a slow hardware can cause a slow intrenet browsing.
It is not necessary to force the university to buy a new set of desktop computers if we ourseleves doesn't know how to take care
of our computers in the laboratory. I think the computers in the laboratory is somehow ok the only problem is how to maintain it. What are the reasons behind the damage computers in the lab. lets analyze it.
Cause of the problems
*(1.1) Virus Problem ----- source *infected USB and Virus in the NET
*(1.2)Damage due to over use of the computers.
*(1.3)Not handled properly
*(1.4)Laziness of the students
*(1.5)The students already forget the safety measures they read for a long time.
Probable solution:
Regarding (1.1) Virus Problem
*Disable the USB port
Effect = (1.1.1) Some will protest in this idea
Solution regarding (1.1.1 Some will protest in this idea)
Enabled the USB PORT WITH CONDITIONS
-enabled the usb port only if the usb has less than 50 mb files (for fast scanning of anti virus).
-If a virus was detected the owner of that USB will pay a fine for every virus that was detected.
*Maintain a monthly or weekly check up for Virus updates and for the hardware problems or simply use a FOSS Operating system for a virus free OS
Regarding (1.2 (Damage due to over use of the computers), (1.3 (Not handled properly) and (1.5 (The students forget the safety measures they read for a long time) )
*Make a start up page regarding the schools regulation and safety measures in connecting to the net instead of directly connecting it to google or yahoo site
*Maintain a monthly or weekly check up for some hardware problems
Regarding (1.4) Laziness of the students
*Encourage them to do their part through blogging and online forum or seminars in school.
All these things can be attained if all the members will cooperate and do their part to maintain the internet connectivy in the University.

For me these are the risk associated in Information system change, we must include the first one which is the Information security risk which is the very common risk related to IS thats why their are lots of security that was made in keeping private documents. Next one is IT Process risk which is a risk that must be supported and planned very carefully in order to achieved the business goal. Lastly is the regulatory risk which means that all organizations are subject to a range of information-related national and international legislation and regulatory requirements. Risk in control and financing are also include for it is a part in the risk of Information system change.

for me, i think these are the barriers in IS/IT. First, the lack of education simply explain that engaging in IS you must be knowledgeable in order for the system to work well. Lacked of facilities is also a barrier for the it is needed to make some production. All these things are just examples for the barriers in IS/IT. We know that through these barriers it will make the system more stable. A big goal with little resources is also a barrier, if you make a big system you must ensure that your facilities will cater the system that you will make for it will simply waste the time and the project that you will be making.. the examples that ive given simply state that barriers brings a positive and negative reaction in making IS/IT.

TOPIC # 3 Why IT/IS System Fails?
Why do you think IS/IT systems fails?
*Insufficient user participation
*Lack of management support
*High level of complexity and risk in the systems development process
*Poor management of the implementation process
*Poor communication
Having gathered these informations I have concluded that an IS/IT system fails because
in the middle of the project they have encountered these problems thats why an IS/IT system
fails. Having a good funding for the system is also a good way so that participation of other members
will be encourage and the rest will follow..

TOPIC # 2 FOSS (Free Open Source Softwares)
Open source Softwares is hitting the IT world today based on my observation and a little research from the net, for it competes and works similarly to those softwares with license. Linux OS is one example, you don't have to buy a license that might cause you to crack a software or can bring you to jail.
Some schools today still uses a pirated microsoft copy and other license softwares for they
say that it is a friendly user softwares. Yes it is true, open source softwares are not quite friendly for it uses some hot keys and other stuffs, if that is the case the school can educate the students to explore
the open source softwares and provide them some tutorials that can be download in the net.
I think the student now a days can easily adopt to these softwares for I have try some softwares
that works great. GIMP,blender,yafray,inkscape all these softwares are free and the school can save
money from it without a guilt feeling of using a pirated softwares. Conducting forums, seminars
and other counselling related to open source softwares like (FOSS) is one way to enlighten the minds of the students that open source softwares are good, we can make the most out of it and less computer security is needed because almost computer virus runs only in microsoft. The school can also download or get the copy from reliable source and install it in the laboratory for exploration and testing for it's functionality. The school can also include it as a subject because open source world is a big world and I know some day it will hit globally. The school may also collaborate to other schools who supports open source and build a team like in our org the PSITS we can tackle and promote these open source for it is a blessing. KUDOS!..

As I first read the assignment I was shocked because I know that our school
needs this kind of project and I am happy that I have given a chance to
suggests ways for my school to adopt it. Base on my observation our computer laboratory consists of so many desktop computer but unfortunately these computers has some deffects I have read that their are computer stores that buys old models of desktop computers and some parts of it for them to resale it. The school can sell the computers that has deffects to these stores to gain a little money out of trash. We all know that we cannot just throw away these old computer to the trashcan beacause it has a lead content that can harm us. The school can also use these old models of computers or has deffects for IT students to know some hardware parts for actual and practical purposes. For the new computers and those who still in good condition the school can save electrical consumption by teaching and giving orientations to students on how to save energy in the laboratory. Building a forum and organization of green campus computing is a way for the school to give lectures to students and gives a harmony between the environment and our campus.
